Its being developed for all 3 at the same time, Raven are primarily a pc developer, the games using a modified version of the doom 3 engine. More than likely the pc is the development platform with changes being made for the console iterations.

nah if you dont remember, microsoft and ID announced back in 2005 that the next wolfenstein will be made by raven with 360 as the lead platform.
