I'm near the end (I think?) and have blown up the "radio headquarters" and now it tells me to exit the town thru the commandant's quarters...

I've went everywhere, and according to the compass I am right on top of where I should be, but yet I can't find any kind of an exit...

Can someone steer me in the right direction?

Are you in a room with a open window, If so jump into the window.

Follow the road ALL the way, you will come to a set of stairs, go up and enter that room. You will see an open window. If you've finished ALL your objectives, it will let you jump out and start the next level. If you can't, press TAB and see what you missed doing.
