Well first off it its Fubar, and it means Fucked Up Beyond All Recognition. Basically it means this sucks, or this is fucked up.

Melish actually tells uphal what it means when they are in the Town by the bridge. I think its when their carrying grenades in uphams helmet and one pops out. Play that part and listen carefully. Its kinda hard to catch.
