How to increase team switching time?

Is there a way to increase the time allow for a player to switch team? Its not a big problem but would help stopping the players doing the nade throw team kill switching...altho the 20s or so default...

Sick of spawn killing

hey, I run a dedicated server and sick of players spawn killing each other. I have seen a mod where the Tanks are added to the Spawn points for the stock maps. Anyone knows where or help me find this...
