If you are talking about independant soldiers that can think for themselves the no, but scripted characters could be possible, and there was that dog map......

What does the bullet time mod do? I dont think it could do the sort of stuff seen in Max Payne without the SDK

dunno about the ladder but the MG-42's yaw...

dunno about the ladder but the MG-42's yaw rotation can be edited by selecting it pressing 'n' and entering in the first line "maxyawoffset" (no quotes) and in the second line "50" (no quotes)...
