A great tool for tracing hackers back to their ISP's can be found at:

Or you can skip reading the info about it (RTFM is the best idea) and simply download it from:
[url:88688]http://www.pc-help.org/trace/trace.zip[/url:88688]
It will find you their ISP and the ISP's provider too. (complain to both)
It will find their MAC address. (much better proof than an IP)
It will find the abuse@ address for the ISP if one exists
It also finds out some other semi-useful info.
