that would definitely be it. The Geforce 4 line requires a 350W PSU...My ti4600 worked fine with the 300w on my system but once i reformated it no longer works...i spoke to a couple people i know that are techs and they said the same thing happened to them and once they got a better PSU it worked fine again.(i'm going to england next week so i don't have the spare cash to get one..stuck with my old geforce2 pro till then..ick) 
I would definitely definitely get a new PSU before shelling out for a new processor if I were you...want some simple advice for buying a PSU 
 
brand names are actually VERY important...a 300w brand name PSU would be better than a 400w no name brand....I recommend getting at least a 450W brand name PSU if I were you.
