1. yes we did have a hiring freeze, and at the same time our yopunger German teacher (who taught mostly German I and II at the Freshman campus) left for "greener pastures"

2. What do you mean German IV is too much? Are you saying that it's better to have an average education than an excellent one?
Actually it was a combine German IV-V, you could opt to take it a sceond year (as many of us who took I in 8th grade did), it was essentially the same class but switched what books we read between years. This course was more to gain proficiency in reading and understanding short novels and further conversational German with conversations/plays based on the books.)
