A COMBO here means MOBO/CPU. And yes building your computer IS cheaper than paying for it full price, since the cost of construction IS included in all that, and you can pick and choose the things you need. If you have an existing computer, it SHOULD be alot cheaper to upgrade since you already have several pre-components.
