Accuracy isnt always a winner. Being able to put down a large amount of firepower faster then the enemy will most certainly win you a battle. And seeing combat is pretty much always within 1000 metres (you rarely see 2 sides fighting a battle outside of 1000m ) I think the Allies chose wisely. Faster ROF will have the enemies heads down while your troops can advance on them. Sure the 98k was more accurate over longer distances but I'd much prefer faster firing and fairly accurate over medium distances (where most fighting takes place) over slow firing weapons that have good accuracy over longer distances.
