Not sure if your talkin abou in their signature or just in their post, but to do it in your post the picture needs to be on the internet somewhere, then write either the BBCode or the HTML of the location of the image. To learn how to use BBCode, click on reply, and then in the box under the Emoticons is a link to BBCode. It will tell you. To put a pic in your signature, go to edit profile, and do the same thing as above in the signature part of your profile.
