1) It's possible that the new pk3 file, PAK2.PK3 has a newer callvote.cfg file, which won't allow for editing. I ahdthe same issue with my chat filter; MOH is pulling a backup file from somewhere that dosen't allow me to add the filter. I can dig for it, but it will take me awhile. Eventually, I'll find it though. Anyways, because of SV_PURE, they probably made this file un-editable.

2) No idea.
