You don't need anything else.

Use Photoshop to open the .tga files

Use Notepad to open the .tik and .shader files

Lastly, REMEMBER TO RENAME!!! You don't want a mod you're toying with to screw up a skin in-game. The best advice I could offer would be to edit a pre-done skin, with re-naming only the file names, and making sure the .tik and .shader files point to the right .tga files

(don't know if that made any sense... ahh well)
