Make sure you do a tracert to determine if it is a downed hop that is causing your lag. This is the most likely suspect, as Bane suggested. If the pings look normal, then determine if you are running programs that would take up your bandwidth, like Joe suggested. This is the second likely suspect. The upload on cable is always a round 30KB/s, no matter what service you have or how many people share your connection. DL speed is the amount that varies (from 100K-1.5MB/ps). The upload will have nothing to do with you connecting to the server, only if you yourself are hosting a server (FTP or Game).
