Just an update:
I spoke with the same judge again this morning, and she agrees that it would not only be possible to file charges, but to easily win in a case where these sites would be charged with harassment. This would be possible because what they provide directly and adversely infringes upon other players' rights. And since none of these sites are password protected, none of their lame attempts at a disclaimer are worth anything in a court of law.
Like it has always been said, a cheater never wins. Especially once they think they're smart.
