Localization.txt editing -

I posted this in the MOHAdmin.com forums for Chris Sheldon, and recieved no responce, so I figured I should try here:

2) Where are the localization.txt commands derived from? I know there's a file in Pak2.PK3/global/localization.txt, but even if I delete this file, it will take the scripting from somewhere else.
3) Is the global folder required to be in a .PK3 for it to work correctly now, or can it still be in the main folder, mainta?
