A T1 line should be sufficent enough for 14 people. If you get it from a gaming provider, like xgameservers.com, they should give you all the recommendations for bandwith.

System Requirements

Pentium II 500 MHz or faster processor
Microsoft Windows 95/98/2000/Me/XP
128 MB RAM
4x CD-ROM drive
16 MB OpenGL-capable video card with DirectX 8.0-compatible driver
DirectX 8.0-compatible sound card
Keyboard and mouse

That's the minimal, but I strongly recommend a P4/Athlon at least 1.3Ghz, and at least 256MB of RAM.
