That would be negligence on the van owners part most likely, much like leaving a loaded firearm where children could find it would be. The owner is responsible and should be held accountable.[/quote:925c3]
But the owner of the van wouldn't know that the parking brake was going to go out, holding him responsible would be unfair. What are you suggesting, another Van-conntrol law, the Van laws out there now are not be enfrorced the way it is.
