From what I read, "congressional analysts" have made recommendations to reduce the number "on the ground that the latest long-range anti-ship cruise missiles make them too vulnerable to attack." The Navy contends carriers are made to withstand these attacks.
The way I see it, Rumsfeld has entertained the idea. I also see that carriers are still the backbone, and there's no plan to go away from them.
