Wrong. Use partition commander (small floppy) and make an NTFS partition of C:

Go back into Windows NT/2000/XP (Dunno how on Win95,98,ME) and goto Disk Management. Format the free partitioned space. Make sure you change the name of your CD-ROM to E so you can make the partiton D. I do this at work all the time, of coarse it's possible.
