PSP is for texturing the images you want to change/mod. Those are located in pak02.pk3.
To make skins you need (for example):
- notepad or any other txt editing program to make/edit scripts (.tik and .shader files)
- an image editing program like PSP to edit images
- pakscape or winzip to put all your mods files into a .pk3 file
