I just watched a demo someone made of their game. So you can do it, you must be doing it wrong. As for console commands,
go to your mp icon properties and add the text
+set developer "1" +set ui_console 1 and now your console will work. Its Half-Life style so to kick someone type kick then their name. If someone has spaces in their name, type it like this

kick "meow face"

got it ? ok ? goodbye :/
