and in case u havent ver noticed, civillians ARE targets. been that way since the beginning of time,
a few occurences are rome, greece, paris, berlin, dresden, dora bora, nyc... all targeted by attacks on civillians of some sort throughout the history of mankind.
civillians die in war, nothing else to it. so stfu
