What he said. Error reports are not for fixing issues that you are having, they are to report bugs to Microsoft though Windows Messaging and alert them of security flaws or bugs in the OS.

First off, let's see what the REAL error is. Right-mouse click My Computer, and go to the Performance (or Advanced?) tab. At the bottom is a Error Reporting button. Click it, and choose Disable Error Reporting. OK everything, reboot, then run MSN again. If an error comes up, either write it or take another screenie.
