I will like to startup a dedicated server from a bat file, so its possible to start it from another place. I have heard the settings looks like Q3, but not exactly. I've tried and failed

Can someone explain me how to set up a server this way:

Stalingrad map
Gamemode: Team Match
Friendly Fire
Password
12 clients (6 private)
20 minuttes
No fraglimit
