As abrupt as it was Psychomerc`s advice was the best, I'm afraid.
No matter what clock speed your Celeron runs at it is still technology of an old generation. It's the only thing that will likely be causing your FPS issues.
By the way, I have an Athlon XP 2000+, 512 DDR ram and a gforce3 64 MB but I still only get 30-40 FPS on Bridge. It's playable, without a doubt, but Bridge is just a very slow map (looking down the length of it outside).
20FPS average was what I got with my old Duron 700 (with no players on the map).
Upgrade your CPU to Athlon/P4 generation and your FPS issues will dissapear.
No matter how many options you take off your CPU is causing the main bottleneck. You could have texture division at max (ie no textures rendered at all just plain shading) all models and details and curves and terrain set to lowest, turn off the sky and still, you'll suffer bad FPS.
