I would just make a rectancle, with the desired color under the text, then, to make the black border, go Control>Click on the rectangle layer to select it's transparency. Then go Select>Modify>Expand>1 Pixel

Once its expanded, set the foreground color to black, hit Alt-Backspace to fill it, then lower the opacity of the rectangle to the measure that you wish. However, it looks like Toenail used an Opacity Gradient on his box, and I'm not totally sure how to do it, so I wont say lol.
