theres a few things that go along with fps...

One the size of the maps, the closser the walls the better the frame rate..

Scanners... servers with crazy scanners will decreases your fps greatly....

Ping...doesnt really effect fps....

Effects..such as smoke will decrease fps

I have a Radeon 9500 and get like 95 fps on the hunt....kinda gay since i paid 200 for it...

One important fact to rememeber...once fps is above 60 or 70...THERE IS NO DIFFERENCE...because the eye can only see so much...
