Yes you are correct though, this double standard exists everywhere. Jimmy Carter established affirmative action to compensate for the way blacks were treated in the past.
This double standard is a sad thing to see. As long as people still live in the past and never give up what happened, then there will always be racism, or, at the very least, this double standard that we speak of. It is saddening, but that's the world we live in.
