The only time I dropped low on FPS (do a "fps 1" in console) was in the snowy missions where I dropped down to 30-50 fps. I have the following:

AMD XP 1600+
512 MB PC2400 DDR
GF2 Ultra 64 MB
KT266A chipset mobo
