Where are getting the 1.24 reading from? BIOS? CPU ID?

I dont think your cpu is your problem.

This sounds familiar, but I cant place it. Is your motherboard old? You might want to try and research this at some more technical sites. Try virtual hideout or overclockers cafe. Their forums are good sources of info.
