This is exactly the solution you need (as is the last post).
When I bought my Athlon Xp 2000+ 1.67Mhz my jumper setting was 100 - This limited my CPU to 1.4 Ghz Athlon.
As soon as I flicked the switch to 133, bam, 1.67 Athlon 2000+ enabled.
The jumper switch is a little plastic switch on your mother board. It should be located somewhere near the battery, or memory slots.
Try looking in the motherboard manual for bus jumper settings. It's there.
Either that or set it in the software BIOS, but I don't know much about that beyond what you've already been told.
Do not take/send your PC back or for repair, they may charge you for such a mundane task.
If you're totally stumped give their tech dept a call and ask them to walk you through the problem.
