It was Roosevelt who cut off Japan's access to oil and the natural resources in the Phillipines that provoked the Japanese into attacking the US. Whether or not this was a punishment for Japan's invasion of China I don't know, but sometimes it does pay to research the WHOLE situation, namely the events that preceded the events. What I DO know is that the US had economic interests in China at the time Japan invaded it.

Japan didn't just sink the Pacific fleet at Pearl Harbor out of spite. They had their reasons, as did the US for nuking them.
