Best bet would be to use Photoshop, Paint Shop Pro or Corel Photo Paint to edit the textures. My personal favorite would be Photoshop.

As for the rest, I don't have the foggiest idea. I've done some modding for Colin McRae 2 and I doubt that the same application would be used.
