I would say thw worst countries.....or even continents were north and south pole, as they didnt even join the war.
just think of the war effort the penguins could of done.......being used to feed troops.
and the polar bears......unleash one of them in a trench and they would wreack havock!.
but noooooo, the stupid penguins and bears decided not to get involved. damn them.
