The reason for the sporatic service in some areas is that the first generation DSLAM (Digital Subcriber Line Access Module) located in the central offices have to use the imbedded cable plant in the field. Some of this cable is good. (no bad splices, load coils, bridge taps or multigauge wiring) There would be nothing in the copper to impede the transmission of the signal. Other cable is not so good...Trouble is..Even though your getting DSL from the Telco's, your dealing with two entities. Their's the regulated side of the house which deals in dial tone and the unregulated with deals with DSL..By FCC law, the regulated side controls the local loop and won't jump to any hoops to correct a bad loop, unless you perform an executive appeal. The Second generation of pseudo DSLAM's will be located in outside Cabinets in the outlying areas..This is called the PRONTO project...This takes time and money to change throughout the country.
