The most simple answer is that some people are whiners. To imply that somebody utilizing one of the basic weapons of the game is a "cheater" indicates is the height of whining.
Why do people react that way regarding the three most complained about weapons, the sniper rifle, shotgun and bazooka? Probably because all three weapons, when used in their element, are tough to counter. The person being killed likely didn't feel as if they had a chance, and that's frustrating.
Let's face it, go toe to toe with a shotgun wielding foe at close range and you're dead. Run through an open field and when the sniper tags you, you won't know what hit you. Get nailed by a bazooka round and you'll have little chance to bounce back and escape.
And that's simply part of the game.
Some people are unwilling, or unable, to alter their tactics to combat these weapons. Doing so it easy enough - all three have heavy, heavy weaknesses - but the weapon whiners want others to conform to *their* desired style of play rather than deal with those obstacles the developers put in place.
Hey, I admit it, when I get sniped it ticks me off. It ticks me off because I usually don't know where it came from. It ticks me off because there is little you can do to counter being sniped. There is no escape or fleeing; you're dead. But you know what? That's the game. I get sniped, I figure out how to get the sniper.
I guess some gamers want to feel like they have a fighting chance against these weapons, and while they *do*, they either don't or won't see it. Better to complain about how they got sniped four times in five minutes than to take their game to the sniper, I suppose.
The bazooka attitude is roughly the same. A blast takes you out on splash damage, people get snippy and upset, the whining commences.
Eh. Whatever.
