True communism has never been implemented on a national scale.

Every attemp has degraded into a socialist dictatorship at best.

Plato's Republic had it best, IMO. The leaders have no possessions. They live communally and their needs (and little more) are provided by the state. Their only luxury is the ability to rule. Remove the ability to gain financially from the rulers and their decisions are less clouded.
