It's a mix of both really. We all know some loser who barely knows how to walk around a corner without getting his head blown off, fly off at the mouth claiming that everybody is cheating. God knows I've seen to many of them as it is, and I'm sure everybody else here has as well. At the same time, I haven't seen it myself, but I've heard from many of people spawning wherever they want to, or walking around underneath the map and shooting people.
I have seen one guy standing in the middle of the street, with two allied soldiers standing behind him unloading a BAR and an SMG into him as he calmly dispatched another allied soldier behind a wall. He then turned around an killed the two behind him. It was so blatant as to be stupid. I left that server and moved on.
