Veg...if you use Pakscape i can help. open up Pakscape open up Pak.pk3 as so...

open up any weapons folder, say the M1, and double click on the .tga files if you have say photoshop and it'll open up automatically in photoshop. not sure if that'll happen with paint shop pro.
