Open up Internet Explorer.

Go to Tools, Internet Options, the hit the Connections tab.
Make sure the Never dial a connection option is checked.

Some people said this worked for them while others say it didn't. Other than this possible fix, I think no one knows how to get the damn SP to stop going online. Damn EA!
