Thanks to American law, he can't be held unless they can prove or corroborate his story. Even if they had held him, he could have simply sued the government for wrongful arrest and claimed he made the confession because he was insane and therefore believed it, which is why he passed the polygraph.

EDIT:: I realized why this might have been unclear. If the government acted on every tip they ever received regarding terror.. well, it isn't possible. They receive more tips in a day than there are agents to investigate them. The fact that he was let go shows that they could never corroborate the story.
