not saying they wouldn't, but that was what he was faced with upon taking office and it did effect events during his tenure. Yes the guy had his faults, but he did some very good things also in a time when the nation needed to restore confidence in itself. Same as FDR getting the country back on its feet prior to world war II, but we can also thank him for our out of control welfare syatem today.
