Opps I didnt make my point too well:

Heres the point I was trying to make: the grant system was/is a mess. Its such a mess that much like other areas of gov you'd rather leave it in place than move a piece and watch the whole thing tumble down. Nixon tried to reform and create a new federal government by easing up on grant-in-aids which are used for a VERY SPECEFIC thing - such as requiring a state to buy a certain text book, and instead focused on block grants which allow much more broader use. Reagan, by easing up on GIA's said "gov is too large, heres the money, do as the framers intended and manage your states with our support".

Oh and Clinton ended one of the longest standing entitlement programs. What a guy.
