There is a difference between a ricer and a tuner, let us not forget. A ricer with a "rice rocket" only has strapped on parts... all show no go. A tuner may have strapped on parts, but has many engine mods and basically he knows what he is doing aka not a 17 year old. A tuner makes slow stock cars go really fast.
