The different speeds are controlled by the ISP. You can get 3Mb DSL just
like you could be offered a 4Mbit connection: it's all up to the provider.
Your IP shouldn't change once you've connected through the connection
application. Will you have decent pings ? Think about it: DSL... 3-4Mbit
connection. Don't download BitTorrents while playing games and you will

i didnt feel like being an ass about the whole broadband thing

but that higher speed DSL is insanely expensive

cable is like $30 a month for 3.5mbps here
