no - he was setup so he was convicted of PRECRIME

some crimes have "echo" 2 versions of the same murder - so the echo is just ignored (its sorta like a glitch in the precrime system) now the echo of the other guy killing wasnt an echo - so it was ignored. (the only difference being the water was traveling outwards instead of inwards)

no one knows exactly what happended but when he went to that guys flat - it was a setup to try and get john to kill him because he though he kidknapped sean.

minority report is the system (precrime) the precog's work better together rather than just one (but the one john was carrying was the main one and can work on its own)
