Hey to answer your questions Partisan:

1)no, it hasn't been disclosed whether or not you can give orders but from what information has been released, No you can't, your soldiers will basically know what to do and will follow you or have you follow them.

2)As for attacking realistic targets, basically your SIM allies will do whatever necessary to accomplish their goals.
