Create a shortcut of it through Steam.

Right click - Properties

Add '-dev -console' to the end of the target line. (without quotes)

Start game and type 'sv_cheats 1' into console (without quotes again)

Then use some cheats: http://www.cheatcc.com/pc/halflifebs.html
