Obviously it's not. The bombing of those two cities was to force Japanese surrender, and ultimately to avoid an invasion of Japan itself....it wasn't payback for pearl harbour.....The events were at different ends of the war.
The Japanese government at the time was
partly to blame after the first nuclear bomb was dropped - They had a second chance to surrender but didn't. The war was clearly over for them.
